What is HOME-ARP?

A portion of the 2021 American Rescue Plan Act funds went to the U.S. Department of Housing and Urban Development (HUD) through the HOME Investment Partnerships (HOME) program to carry out activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. These activities include:

  1. development and support of affordable housing,
  2. tenant-based rental assistance (TBRA),
  3. provision of supportive services, and
  4. acquisition and development of non-congregate shelter units.

What is the HOME-ARP Allocation Plan?

As a HOME program grantee, the City of Colorado Springs will receive $5,741,978 from HUD to benefit our community’s most vulnerable members. These funds are known as HOME-ARP funds and the City is required to craft a plan with public input on how to spend it.

ARP Approved Allocation Plan

The City’s HOME-ARP Allocation Plan was developed with citizen engagement and consultation with local advocates and approved by HUD in June 2022. For future information about funding under HOME-ARP subscribe to our newsletter.
