Starting in late August/ ealy September 2025, the City of Colorado Springs will begin a project to address flooding problems on N. Stone Avenue.
Project Details and Benefits
The project enhances safety by installing new stormwater pipes and drains, relocate a water main, and repair and restore all areas affected by construction.
After construction, the project will restore the disturbed areas to their original condition, including repairing affected road surfaces, replacing any disturbed curbs and gutters, restoring affected driveways and replanting landscaping in construction zones.
This project will allow property owners to connect to the new drainage system and to make future infrastructure improvements in the area. The City of Colorado Springs, Stormwater Enterprise (SWENT), and Springs Utilities are working together to minimize community disruption.
Key Features
- Drainage and stormwater infrastructure will be added where currently none exists. A new trench will be dug, a new water line and sections of curb and gutter installed, and impacted driveways will be reconstructed.
- Existing parking spaces that lie inside the City-owned right-of-way will be excavated, with asphalt replaced after the work is complete.
- Extensive collaboration has taken place with this project between the City of Colorado Springs, Stormwater Enterprise, and Colorado Springs Utilities.
- Site restoration, striping and landscaping will take place following construction with all areas directly disturbed by construction activities restored.

Funding for the project comes from the America Rescue Plan Act (ARPA), COlorado Springs Stormwater Enterprise, and Colorado Springs Utilities (CSU).

Construction impacts
Work will be in segments to lessen traffic impacts. Keeping the northbound lane of North Stone and eastbound lane of Winters open to traffic during construction will be prioritized.
- Occasional full closures of North Stone will occur.
- Utility outages necessary for construction will be site/property specific, and property owners will be notified in advance of any planned outages.
- Access to businesses may be modified, but access will remain open during construction.
- The contractor will coordinate parking lot impacts with businesses, and signage will direct pedestrian traffic.
- School traffic may be affected throughout 2025. The City will coordinate with the district to lessen impacts whenever possible.
Construction Phasing
Gas main relocation will kick-off work on North Stone Avenue south of Nichols Boulevard. This will allow for the water main to be relocated on North Stone south of Nichols.
Once the water main has been relocated, the new storm sewer system can be installed (includes new storm inlets and storm pipe). Crews will work northward on North Stone and eventually complete similar phasing of work to the north of Nichols up to the intersection with Winters Drive.
Site Restoration
Restoration activities include placement of new asphalt, concrete curb and gutter, and driveway approaches. Striping and landscaping will also occur in the final phase.
All areas disturbed by construction will be restored. This includes road repairs, curb and gutter fixes, driveway repairs, new striping, and landscape restoration. All restoration work will be limited to areas directly impacted by construction activities.
