Consolidated Plan
The Consolidated Plan is a five-year plan, required the U.S. Department of Housing and Urban Development (HUD), with the City’s analysis and strategy for addressing the housing, economic and community development needs of low and moderate-income residents of Colorado Springs.
The Consolidated Plan has many components – a community needs assessment, housing market analysis, goals and objectives, strategic plan, expected resources, public participation and consultation process, etc.—that provide current data, analysis and community response to guide the goals. The Consolidated Plan informs the goals and objectives for each Annual Action Plan for the five-year period and contains the Action Plan for the first year of the Consolidated Plan.
Annual Action Plan
The Annual Action Plan provides a summary of the actions, activities, and the specific federal and non-federal resources that will be used during the program year to address the priority needs and specific goals identified by the Consolidated Plan. Each annual program year is April 1 – March 31.
Community Engagement
Each plan is developed in consultation with community stakeholders, including agencies responsible for carrying out eligible projects and activities, local government representatives, interested community members, and advocacy groups for disadvantaged populations such as people with disabilities, individuals and families experiencing homelessness, and low-income seniors. The AAP lays out specific goals that address the community's priority needs. Public engagement is guided by the Citizen Participation Plan.
Each year the City evaluates results and publishes the Consolidated Annual Performance and Evaluation Report (CAPER).
