Concrete Permit

Concrete permit info
A concrete permit is required when a licensed contractor installs new or repairs existing concrete sidewalk, curb, gutter or other concrete items within the City right-of-way.

Note that traffic control permit is included in the concrete permit. You do not need to apply separately for a traffic control permit.
Please review the Section 500 of the Standard Specifications Manual and Standard Details to ensure that your work meets the City’s requirements.
Only the City-approved mix designs from approved suppliers are allowed in the City ROW. Refer to the latest list of approved concrete suppliers and mix designs (under References and Research Tools).
Excavation & PUE/PIE Permits

Excavation & PUE/PIE Permits Info
An excavation permit is required when a licensed contractor needs to excavate within the City right-of-way, and a PUE/PIE permit is required when the excavation is within public utility or public improvement easements. These permits are necessary to repair or install new water lines, sanitary lines, gas lines, electric, fiber optic, storm sewer pipe, etc.

Traffic Control Permit

Traffic control permit info
Traffic Control (Only) Permit is required for work in the right-of-way that does not involve concrete or excavation work.

NOTE: Contractors performing excavation or concrete work in the public right-of-way, or excavation within public utility/improvement easements are required to be licensed, bonded and insured. General Contractor licenses do not cover work in the City right-of-way and PUE/PIE. A license for excavation and concrete work must be obtained from the City Clerk's Office located at 30 South Nevada, Suite 101. Licensing requirements and application forms are online for both Concrete Contractor Licensing and Excavation Licensing. Please call the City Clerk’s Office at (719) 385-5901, option 1, or email BusinessLicense@coloradosprings.gov if you have questions regarding obtaining or renewing a license.

To use the new online permitting system, you will need to register for a free account.
Detailed Registration Instructions
NOTE: Contractors with professional licenses working with concrete and excavation permits will need to call 719-385-2677 and provide your license number after online registration is complete so office staff can connect your account to your license.
Apply, Pay & Schedule Online
Once your account has been activated, you will be able to login to apply and pay for permits, request inspections, and upload supporting documentation.

Review & Approval
Permits will typically be ready for payment within 3-5 business days. Once your permit is approved and ready for payment, you will receive an email with instructions on how to pay for and print your permit.
Scheduling Inspections
After purchasing a permit, requests for inspection can be scheduled in the Online Permitting System by 8 a.m. on the day of the inspection. Please note that all applicable inspections are required unless otherwise determined by the inspector.
In-Person Services
You can still purchase permits in person at the City Engineering Permits & Inspections office. Cash, checks and Visa or Mastercard are accepted at the office. Checks should be made payable to City of Colorado Springs.
