City of Colorado Springs Title VI Notice
In accordance with Title VI of the Civil Rights Act of 1964 which prohibits discrimination on the basis of race, color, and national origin in any programs and activities that receive Federal financial assistance (See 28 C.F.R. § 42.104 and 42 U.S.C. §§ 2000d-2000d-7), the City of Colorado Springs (“City”) will not discriminate against qualified individuals on the basis of race, color, or national origin in the City’s services, programs, or activities.
Aviso del Título VI de la ciudad de Colorado Springs
Effective Communication
The City will generally, upon request, provide appropriate auxiliary aids and services leading to effective communication for qualified persons with Limited English Proficiency (LEP) so they can participate equally in the City’s programs, services, and activities, including foreign language and qualified sign language interpreters, document translation, documents in alternative formats, and other ways of making information and communications accessible to people who primarily communicate in a language other than English or who have speech, hearing, or vision impairments. To assist in language interpretation, the City has a Language Access Plan (LAP) for LEP individuals. The City’s LAP derives from Federal Executive Order No. 13166, issued in August 2000 by President Clinton, “Improving Access to Services for Persons with Limited English Proficiency”. A person with LEP is described as a person who does not speak English as a primary language and has a limited ability to read, write, speak, and understand English.
Surcharges
The City will not place a surcharge on a particular individual or any group of individuals to cover the cost of providing language interpretation services, translation of written documents, auxiliary aids/services or reasonable accommodations or modifications of policy.
Environmental Justice (EJ)
The City acknowledges the importance of Executive Order No. 12898 which directs federal agencies to identify and address the disproportionately high and adverse human health or environmental effects of their actions on minority and low-income populations, to the greatest extent practicable and permitted by law. This order is also intended to promote nondiscrimination in federal funded programs that affect human health and the environment, as well as provide minority and low-income communities with access to public information and public participation.
