On April 15th 2024, the City of Colorado Springs Housing and Community Vitality Department will start accepting applications for 2024 CDBG Public Services and ESG grant funds. Applications are due by 11:59 p.m. on May 3rd 2024 MST.

CDBG Public Services 

The City has an estimated $450,000 in 2024 Public Services funding to assist local organizations in providing social service activities within the City of Colorado Springs. For this application period, applicants should be advised of the following: 

  • The award minimum CDBG Public Service applications is $25,000, no maximum.  
  • CDBG Public Services funds are designed to support new or expanded services in the community and for social services or other types of direct assistance services to low-to-moderate income communities. Pilot projects and new approaches to providing much needed community services for low-to- moderate income populations are welcomed. 
  • Services must be based within the City of Colorado Springs limits. 

During the 2024 annual action plan public process, housing affordability was the resounding priority from our community and local organizations. While all eligible applicants/projects are encouraged to apply, this year the City of Colorado Springs will be prioritizing the following types of applications: 

Priority Services:

  • Housing Stabilization Services: Projects or programs that include, but are not limited to: 
    • Emergency subsistence payments for rent/mortgage
    • Housing counseling services
    • Case management
    • Legal services or eviction prevention programs
    • Housing navigation services 

Priority Populations: 

  • Individuals and families with special needs (seniors, people with physical or I/D disabilities, victims of domestic violence and/or people experiencing homelessness) 

Emergency Solutions Grant (ESG) 

The City has set aside $400,000 in 2024 ESG funds to assist local organizations in providing much needed services to individuals/families who are at risk of homelessness or homeless within the City of Colorado Springs. For this application period applicants should be advised of the following: 

  • The award minimum for ESG is $25,000, no maximum
  • Applicants must be members of the Pikes Peak Continuum of Care. 
  • Awards are subject to the HUD program component caps
  • Applicants must use HMIS and participate in Coordinated Entry, except for domestic violence (DV) service providers. (no exceptions)
  • Projects must adhere to ESG administrative requirements as outlined in the City’s ESG Written Standards. 
  • Applicants must be able to provide one-to-one (dollar for dollar) match on proposed projects. Budget items covered by matching funds must meet the same eligibility requirements as expenses paid by ESG funds. Guarantee of match must be provided at the time of application via letter of commitment from donor, organizational budget, or notice of award from another funding source. If awarded, proof of match expenditure must be documented within the 2024 program year before the final request for reimbursement is paid.
